No. There are no prerequisites and no skill requirements. Part I is written for someone who has never opened a chart and rebuilds the subject from first principles, starting with what a share of stock is and why a market exists at all. The progression then becomes more demanding on purpose, so the same book carries you well past the beginner stage.
Part III is proprietary to TrueNorth and is the section most experienced traders come for. The Leg and Base classification rules, the four zone constructions, the qualification and scoring model, and the departure, freshness and room-to-move filters are not traditional support and resistance and are not simply highs and lows. Parts II and IV then apply that framework under volatility regime shifts, higher-timeframe conflict, correlated portfolio risk, and liquidity constraints.
